Racebikes on street would be an unbelieveable scenario in Germany. The police catches you if you've a race exhaust fixed or a race endcan. They even complain if you're lights don't work.
But the 250s bikes are relativly rare in Germany, so the police don't unterstand too much about the bikes and his functions.
We also do have an institution of state which is called TÜV (technical inspection club)
And they don't like an arrow or jolly moto exhaust fixed at an aprilia or suzuki 250 :)
